Saheli Smart Card to Launch on Bhai Dooj for Free Bus Travel in Delhi
In a landmark move to enhance safety, accessibility, and digital inclusion in public transport, the Delhi Transport Corporation (DTC) is preparing to launch the “Saheli Smart Card”– a permanent digital travel pass for women and transgender passengers. The initiative, expected to roll out around Bhai Dooj, marks a major upgrade from the existing paper-based pink ticket system and reaffirms the Delhi government’s commitment to empowering women commuters.
A Festive Launch for a Transformative Initiative
According to officials, the Saheli Smart Card is likely to be launched soon after Diwali, most probably on the occasion of Bhai Dooj, pending final approval from Chief Minister Rekha Gupta. The date holds special significance it was on Bhai Dooj in 2025 that the Delhi government first introduced free bus rides for women through the pink ticket system.
Preparations for the rollout are nearly complete. Most DTC buses have already been fitted with smart card reading machines, and “Our backend integration for pink and other smart cards is done. The plan is to launch the card around Bhai Dooj. Depending on the Chief Minister’s directions, the rollout will happen in phases,” said an official from the transport department.
From Pink Tickets to Saheli Smart Cards: A Digital Leap
The Saheli Smart Card represents a major shift from paper to digital, offering women and transgender residents of Delhi a lifetime travel pass in state-run buses. It will replace the pink tickets, streamlining the process and ensuring cashless, corruption-free travel.
Once the system goes live, eligible passengers can simply tap and travel using the card, eliminating the need for paper tickets altogether. The card will function on the National Common Mobility Card (NCMC) platform, allowing for future integration with other transport services across Delhi.
Eligibility Criteria
- The Saheli Smart Card is designed exclusively for:
- Women and transgender residents of Delhi
- Aged 12 years and above
- With verified Delhi residency proof
Officials have clarified that the benefit will be limited to Delhi residents to ensure the subsidy directly reaches the intended beneficiaries.
How to Apply
Applications for the Saheli Smart Card will be processed online through the official DTC portal. The system will require KYC verification and residence proof, with card issuance handled through empanelled banks.
Importantly, no cards will be issued at DTC counters to ensure a transparent, tamper-proof process. Registration for the card is expected to begin shortly before Bhai Dooj, giving eligible residents enough time to apply and receive their cards.

Chief Minister Rekha Gupta has directed the transport department to expedite preparations to ensure a smooth launch during the festive season. “The Chief Minister has directed officials to complete all preparations before the festival to ensure a smooth rollout,” said an official source.
